Part 4: Vietnam Customs & Documentation

Import Documents (US Side)

Packing List

Itemized list of contents, quantities, weights, and dimensions for each package in the shipment.

Commercial Invoice

Required by CBP. Must include HTS codes, declared value, country of origin, and full shipper/buyer details.

Bill of Lading / Air Waybill

Ocean: OBL or Telex. Air: House AWB + Master AWB. Original OBL required for cargo release at US port.

Certificate of Origin

Required for FTA claims or ADD/CVD exemptions. Forms B (GSP), D (ASEAN), E (ACFTA) depending on destination.

ISF 10+2 Filing

Importer Security Filing must be submitted 24 hours before vessel loading — not before US arrival.

Export Documents (Vietnam Side)

Vietnam Customs Export Declaration

Filed through VNACCS/VCIS system. Customs must confirm export before cargo can load.

Commercial Invoice & Packing List

Required for all exports. Must match the import documents precisely.

Certificate of Origin (Forms B/D/E/A)

Issued by Vietnam Chamber of Commerce (VCCI). Choose correct form for destination/trade agreement.

Phytosanitary Certificate (wood/plant/food)

Required for agricultural products, wooden packaging, and food exports. Issued by MARD.

Fumigation Certificate (ISPM 15)

Required for all solid wood packaging material. Must be heat-treated or fumigated and marked with IPPC stamp.

⚠️ Pro Tip: ISF must be filed at least 24 hours before vessel loading — not 24 hours before US arrival. Missing ISF = $5,000 CBP penalty.

Part 5: Duties, Taxes & Tariffs on Vietnam Imports

Vietnam is NOT subject to Section 301 tariffs — saving 7.5%–25% vs. Chinese-origin goods.

Footwear

Vietnam is NOT subject to Section 301 tariffs — saving importers 7.5%–25% vs. Chinese-origin goods on most product categories.

⚠️ ADD/CVD Warning: Several categories — including furniture, footwear (rubber), shrimp, and certain steel products — have active Anti-Dumping or Countervailing Duty orders. Always verify at the USITC or CBP ACE portal before importing.

De Minimis Rule: Shipments valued at $800 or less enter the USA duty-free under Section 321 of the Tariff Act — useful for small samples and DTC e-commerce orders.

Part 6: Incoterms for Vietnam Shipments

Incoterms define who is responsible for shipping costs, insurance, and risk at each stage of transport. Choosing the right Incoterm directly impacts your landed cost calculation and risk exposure.

EXW — Ex Works

Buyer takes responsibility from factory door. Maximum control for the buyer — arrange all transport, export customs, and loading.

FOB — Free On Board

Seller delivers cargo to the port and loads it. Buyer takes risk from that point. Most common Incoterm for experienced importers from Vietnam.

CIF — Cost, Insurance, Freight

Seller pays freight and insurance to destination port. Good for new importers who want a simpler arrangement. Less cost transparency.

DDP — Delivered Duty Paid

Seller handles everything including import duties and last-mile delivery. Most expensive option with least transparency on actual costs.

Vietnam Customs Export Declaration

Filed through VNACCS/VCIS system. Customs must confirm export before cargo can load.

Our Recommendation: Use FOB or EXW for most Vietnam shipments. These give you full control of freight costs, carrier selection, and insurance. Avoid CIF/DDP unless you have a specific reason — hidden markups are common.
